Presentación del Proyecto de Tarifas Sociales para las personas del group del Bono de Desarrollo Humano – BDH (Presentation of the Social Tariffs Project for the people of the Human Development Group –HDG– by the Ministers of Telecommunications, Social Inclusion, and Executive Directors of Telecommunications Regulation, and Public Data Register) 21-Agosto-2018.

Con el fin de fomentar el uso y contribuir con la democratización de las telecomunicaciones en el país, el Gobierno, a través del Rol que cumple el regulador (ARCOTEL), aprobó el 28 de diciembre de 2017 la Resolución ARCOTEL-2017-1286, R.O 24 de enero de 2018, la cual empezó a implementarse desde el 21 de agosto de 2018. Su objetivo es regular las tarifas del Servicio de voz y datos móviles, en beneficio de los ciudadanos que reciben el Bono de Desarrollo Humano (BDH).

(In order to promote the use and contribute to the democratization of telecommunications in the country, the Government, through the Role fulfilled by the regulator (National Agency for Regulation and Control of Telecommunications – ARCOTEL), approved on December 28, 2017 the Resolution ARCOTEL-2017-1286, inscribed in official register on January 24, 2018, which began to be implemented from August 21, 2018. Its objective is to regulate the maximum tariffs of the Mobile Voice and Data Service, for the citizens who receive the Human Development Cash Transfers – HDG)

RESUMEN DEL PROYECTO

Existen cerca de 1 millón de familias que se encuentran en los quintiles más pobres; es decir, bajo la línea de la pobreza y extrema pobreza en el Ecuador. En su mayoría estas personas pertenecen al grupo del bono de desarrollo humano (BDH) y reciben transferencias monetarias entre $50 USD y $100 USD. Actualmente el 35% de esas familias posee al menos un teléfono móvil. El consumo en servicio de voz o datos como porcentaje del ingreso de un abonado promedio se encuentra alrededor del 5% al 8%, pero para las personas que se encuentran en el grupo del BDH este porcentaje se encuentra entre el 18% y 25%. Por lo tanto, el proyecto consiste en la determinación de techos tarifarios reducidos en los servicios móviles; y, que en general podrá permitir un ahorro de hasta un 70% en servicios de voz y un 89% en datos para este grupo vulnerable.

La tarifa actual promedio prepago para voz se encuentra alrededor de 14 ctvs. y de datos en 10ctvs por MB. Con esta medida el techo tarifario propuesto es de 4.17ctvs. el minuto. Con respecto al consumo de datos el techo tarifario es 1.11ctvs. el MB.

Las tarifas preferenciales permitirán que los beneficiarios puedan hablar al menos 3 veces más y navegar 9 veces más en relación al consumo promedio existente con los techos de las tarifas comerciales que ofertan los operadores en el segmento prepago.

Las personas del BDH que deseen suscribirse a este beneficio podrán acceder directamente a través de los mecanismos implementados por los operadores (vía call center, vía SMS o presencialmente) para ser acreedores a planes prepago diferenciados, los mismos que incentivarán el consumo en este grupo vulnerable.

Esta es una estrategia para la implementación de políticas públicas y regulación que se encuentra en el Libro Blanco de la Sociedad de la Información, el cual promueve un cambio estructural hacia la adopción de las TIC y que están establecidas en el Libro Blanco de la Sociedad de la Información, el mismo que posee 5 ejes: Infraestructura, Conectividad, Gobierno Electrónico, Inclusión y habilidades digitales, Seguridad y protección de datos personales, Economía Digital y tecnologías emergentes, con el objetivo de reducir la brecha social y digital; así como, mejorar las condiciones de vida de los grupos vulnerables.

ABSTRACT

There are around of 1 million families in the poorest quintiles in Ecuador, and that means they are under the poverty and extreme poverty line. Most of these people belong to the human development group (HDG), and receive conditional cash transfers between $ 50 USD and $ 100 USD. Currently, 35% of these families own at least one mobile phone. In the other hand, consumption in voice or data traffic service as a percentage of the income of an average subscriber is around 5% to 8%, but for people who are in the HDG and have mobile phone this percentage is between 18% to 25%.

The 53% of the people belong to the HDG are in rural areas of provinces like Guayas, Manabí, Los Ríos, Pichincha, Loja, and the 47% remaining are in other places of the country. At this time, the coverage of mobile service in different technologies is 96% around the country, but only 360.000 of people who are in HDG own the service, leaving 640.000 people mainly with accessibility problems or just cannot afford to pay the service.

Therefore, the project consists of the determination of reduced tariffs, and in general that will be able to allow a saving of up to 70% in voice services (speak at least 3 times more) and 89% in data (surf to the internet services 9 times more in relation to the average consumption) for this vulnerable group.

The average current prepaid voice minute rate is around $0,14 and $0,10 per MB in data service. With the project resolution, the maximum tariffs for people are in HDG is $ 0,0417 per minute and $0,011 per MB.

The preferential rates will allow the beneficiaries to speak at least 3 times more and navigate 9 times more in relation to the average consumption existing with the ceilings of the commercial rates offered by the operators in the prepaid segment.

This is a strategy for the implementation of policies and regulations that promote a structural change towards the adoption of digital technologies; establishing in the White Paper of Information Society which is around five axes: Infrastructure and Connectivity, Electronic Government, Inclusion and Digital Skills, Information Security and Protection of Personal Data, Digital Economy and Emerging Technologies that impact in the reduction of the digital and social gap as well as in the improvement of the conditions of life of vulnerable groups
